In browser address bar, go to https://redeem.microsoft.com

Sign in with your Microsoft account.

If the key is without regional restrictions, then enter the key and activate it. If the key has a regional restriction, then use a VPN to establish a connection with the desired country, after activating the key, you can turn off the VPN.

In the Microsoft Store application, open the menu and click "My Library". We find the purchased game and click "install".
